Answer: This should be easy......

-(\sqrt{28} /\sqrt{343} ) can be written as

-\sqrt{28/343}  ..... Simplify the fraction. You will get

-\sqrt{4/49}.

Squareroot of 4 and 49 is 2 and 7 respectively. so, You will get

-(2/7), Which is an rational number.

∴option (d) is correct.
