Here is your answer:

1) FROM 10:30 to 10:40

In the table it is given that, from 10:30 to 10:35 ( 5 mins) ,

Distance travelled 7 - 5 = 2km.

→ In the next 5 mins (from 10:35 to 10:40)

Distance traveled 11 - 7 = 4km.

As there is a change in distance traveled for the same time , It is considered to be a non uniform motion.

2) From, (10:35 to 10:55)

For each 5 mins travel the distance covered is 4km each.

As same distance covered in same amount of time , Hence it is considered as uniform motion.

First lets write the time and the distance covered by the scooter

Time : 10:30 - 10:35 a.m = 5 min
Distance : 2 km ( 7 - 5 = 2 )

Time : 10:35 - 10:40 a.m = 5 min
Distance : 4 km ( 11 - 7 = 4 )

Since the distance covered is not equal in equal intervals of time, the motion of the scooter is non-uniform from 10:30 - 10:40 a.m 

Time 10:35 - 10:40 a.m = 5 min
Distance covered = 4 km ( 11 - 7 = 4 )

Time = 10:40 - 10:45 a.m = 5 min
Distance covered = 4 km ( 15 - 11 = 4 )

Time = 10:45 - 10:50 a.m = 5 min
Distance covered = 4 km ( 19 - 15 = 4 )

Time = 10:50 - 10:55 a.m = 5 min
Distance = 4 km ( 23 - 19 = 4 )

Since the distance covered is equal in equal intervals of time, it ensures that the scooter has traveled in uniform motion from 10:35 - 10:55 a.m.
