A democratic country where decentralisation of power has not taken place faces a foundational challenge. In a democratic system of governance constraint of power has to be exercised on the executive in the different institutions that exist in the government. This is a move to ensure that power is not concentrated at one point which makes it easy for those  holding office to defeat .
