$p(3) = 16 {(3)}^{5} - 16 {(3)}^{2} + (3)$

$= 3888 - 144 + 3$

$= 3747$

$q(x) = 4 {x}^{3} + 4 {x}^{2} + x$

$q( - 2) = 4 {( - 2)}^{3} + 4 {( - 2)}^{2} + ( - 2)$

$= - 32 + 16 - 2$

$= - 18$

$p(3) - q( - 2) = 3747 - ( - 18)$
