Its change in passive can be determined by using of infinitive .The  starting of sentence be determined by the speaker whereas the sentence be made in accordance with the expression. The passive form always uses 3rd form of participle i.e. past participle.

For first question Pray to God daily is an advice given by a speaker to listener so ..

the sentence in passive changed will be

You are advised to pray to God daily.

where advised in 3rd form of participle and to is infinitive.
