5 \frac{3}{a}  \times b \frac{1}{2}  = 19

 \frac{5a + 3}{a}  \times  \frac{2b + 1 }{2}  = 19

 \frac{10ab + 5a + 6b + 3}{2a}  = 19

5(a + b) + b = 38a - 10ab - b - 3

a + b =  \frac{38a - 10ab - b - 3}{5}

This Eq. stands true for (a+b) hope this is the answer..

with a change in a or b both changes and there sum is not constant so variable must come in the value of a+b.. yet I ain't sure that this is the simplest eq. for that, but I hope so.. if you somehow come to know that it's not just ask question again☺
