please explain me the meaning of these lines in the Novel the story of my Life by helen Keller? ​

In this phrase -

The candidate who was writing this exam were supposed to pass in 12 hours (which were elementary (relating to the first principle  of a subject) + adding to which 4 hours (which were extra ) . That makes a total sum of 17 hours .
