Snell's Law States that during  when a light ray travels from a denser to rarer or rarer to denser it cause a deviation in the path of light which is refraction thus the angle formed between them, the angle of incidence is equal to the angle of reflection ie, their ratio of the angles are equal. sin i / sin r is stated because that the ratio between the angles are same.
