India being a highly populated country, the government has continuously paid attention to the problem of population growth. Just a few months before the attainment of independence in 1946, the Bhore Committee submitted its Report, which became the basis for developing a national population policy. This was followed by the launch of the Family Planning Programme in 1952, coinciding with the launch of the nationwide Community Development Programme.

After careful review of the demographic trends and of the Family Planning Programme, in 1976, the government issued its first statement regarding the National Population Policy, which was followed by the 1977 Policy Statement on the Family Welfare Programme.
