It is because, if the negative sign is either in numerator or denominator it doesn't matter. It means the negative could be also in numerator or could be written in denominator. To matter is that there should be negative sign. As we see here, 12 is positive but the denominator 20 is negative. Eg: 30/-40 = -30/40 ( No matter where the negative sign is )
