the value of that number is expressed in terms of radix or base as:
binary: a* 2^3 + b * 2^2 + c * 2^1 + d * 2^0
hex : a * 16^3 + b * 16^2 + c * 16^1 + d * 16^0
octal: a* 8^3 + b * 8^2 + c * 8^1 + d * 8^0
Thus the power related to position of a = 3..
