Hey Mate,
The point tells us that the three levels of government should agree each other in order to maintain equality. None of the level should disagree and compete with each other as that would affect the population in next elections.
I'm also going through this chapter..So, I'm not that sure for my answer..Kindly, recheck it from your textbook for any doubt..
