Zeff means the effective nuclear charge or the nuclear pull that attracts the electrons towards the nucleus.
(N-) will have 8 electrons
(N) will have 7 electrons
(N+) will have 6 electrons
The zeff would be more for less electrons as the attractive pull would be more
So the comparison of zeff is:
Zeff of (N+)>(N)>(N-)
