These steps are necessary because after the hydrophobic tail binds with dirt. To remove both we use brush,etc so that the soap molecule along with dirt molecule could get out of the cloth. As sometimes if we just wash the cloth with water after applying soap,some of the soap molecule remains there, because of which leather get produced and some dirt remains.

Thus, using brushes,stones,etc removes it.
