Let the length and breadth be 2x, x respectively.
Area of the rectangle = l*b
 =  {2x}^{2}
Perimeter of the rectangle = 2(l+b)= 2(2x+ x) = 6x
P of rectangle = C of circle
6x= 2pi*r
6x = 2*22/7r
r = 6x*7/2*22
r = 21x/22
A of circle = 22/7*21x/22*21x/22
 =  42 {x}^{2}  \div 22
A of circle = A of rectangle +104.5
42 {x}^{2}  \div 22 = 2 {x}^{2}  + 104.5
42x2-2299/22=2x2
42x2-2299=44x2
2299= (44-42)x2
2299= 2x2
2299/2=x2
 \sqrt{1149.5}  = x
x = 33.9
2x = 2*33.9 = 67.8cm
