banks would not give loans as she do not have any assets to offer and is not sure if she will able to repay the amount
government should offer these small farmers like rohini to take loans at low interest rate
policies can be made to support farmers in case of crop failure (to keep then away frm debt-trap)

The bank is not willing to give her loan because of :
*Lack of collateral
* Absence of documentation

Farmers like Roshni can get loan by organising SHGs (Self Help Group) and by using KCC ( Kisan Credit Card )
