it means that the roots of polynomial ax2+Bx+c should be twice the roots of x2-2x-3 .
roots of x2-2x-3 are (x+1)(x-3)=0 so -1 and 3.
roots of the new equation should be -2and 6 so new equation is
(x+2)(x-6)=x2-4x-12
so a=1,b=-4,c=-12
so a-b-c is 17
