The question can be solved by using the property of the exponents and radicals.

The property used are :-

 {x}^{a}  \times  {x}^{b}  =  {x}^{(a + b)}
So,
This will come as......

( {( - 2)}^{k}  \times  {( - 2)}^{2k}  =  {( - 2)}^{ - 9}  \\  \\ so \\  {( - 2)}^{k + 2k}  =  {( - 2)}^{ - 9}  \\  {( - 2)}^{3k}  =  { (- 2)}^{ - 9}  \\  \\ this \: is \: only \: possible \: when \\  \\ 3k = ( - 9) \\ k =  \frac{( - 9)}{3}  = ( -3)
So,

The value of k is (-3)
