Let, a be the side of square, l be the length and b be the breadth of rectangle.

A/q, a = b

 \frac{ {a}^{2} }{lb}  =  \frac{ {a}^{2} }{al}  =  \frac{a}{l}  =  \frac{2}{3}  \\  \\ l =  \frac{3}{2} a

Now,

Perimeter \:of \:square = 4a

and,

Perimeter  \: of  \: Rectangle \\  = 2(l + b) \\  = 2( \frac{3}{2} a + a) \\   \:  \:  \:  \: = 2( \frac{3a + 2a}{2} ) = 5a

∴ Required  \: Ratio =  \frac{4a}{5a}  = 4:5
