yes since western Ghats receive rainfall from Arabian sea monsoon winds they don't allow the winds to pass till they have shed all the moisture and when these winds reach eastern ghats they become dry
As when they reach eastern ghats most of the moisture is shed on western ghats and hence eastern ghats don't receive much rainfall
