Use paper quilling method, by making ribbon roses, use different cuttings like heart, leaf, flower,etc.

Hi and thanks a lot for this question -

You can use sketch pens for the outline , Quiling paper or crepe paper will do as well for making small designs as well , you can make a small dove picture as well , Glitter pens can be used for writing the tiltle if you have them and then highlighters to give a great designs . You can use foam paper in which you can cut it and stick it as well . Oil pastels to give a glossy effect as well . Using colored paper , Cut down beautiful shapes and apply it .
