 \frac{p}{q}  = ( \frac{2}{3})^{3}  \div  (\frac{3}{2})^{ - 3}

 = ( \frac{2}{3})^{3}  \times ( \frac{2}{3}) ^{ - 3}

 =  (\frac{2}{3})^{3}  \times ( \frac{3}{2}) ^{3}

 \frac{p}{q}  = 1

so, if p/q = 1 then, (p/q) -¹⁰

( \frac{p}{q} )^{ - 10}  = (1)^{ - 10}

(\frac{p}{q})^{ - 10}  = 1
