Please help
if you can't see the question here it is: After the U.S. Constitution was written, it wouldn't become law until 9 of the 13 states approved it. Some people were afraid that the federal government would have too much power. Others were afraid it would have too little. What do you think of this quote from Founding Father James Madison?

"You must first enable the government to control the governed; and in the next place, oblige it to control itself."
