 \sqrt{16 - 6 \sqrt{7} }  \\  =  \sqrt{16 - 2 \sqrt{9 \times 7} }  \\  =  \sqrt{7 + 9  - 2 \sqrt{9}  \sqrt{7}  }  \\

This is in form

 {x}^{2}  - 2xy +  {y}^{2}  =  {(x - y)}^{2}

Hence

 =  \sqrt{( {3  -   \sqrt{7}) }^{2} }  \\  = 3  -  \sqrt{7}

Here a=3
