In Cluster sampling, surveyor selects a number of clusters randomly from the whole sample data/population instead of using the entire population. It helps the company to save time and data.

In simple words, the researcher divides the whole population into different sections which are called clusters. After that, searcher select one or more clusters and research on whole data of selected clusters.  

In this case, the Company had divided the whole population (city) is different clusters (blocks) and then selected one cluster for research.

Now by rule, only option “D” has complete data of one block (cluster) whereas houses are selected from all over the blocks in options “A” B” and “C”.  

To understand it more clearly, see option “D” where you will find all house numbers start with 74 and all of the house numbers from this block are added. But this is not a case in other options.
