The Kyoto Protocol, often known as the Kyoto Accord, is an international convention among developed countries that establishes strict limitations on greenhouse gas emissions.

The Kyoto Protocol is based on the principles and provisions of the Convention. It only binds developed countries, and places a heavier burden on them under the principle of “common but differentiated responsibility and respective capabilities”, because it recognizes that they are largely responsible for the current high levels of GHG emissions in the atmosphere.

The Kyoto Protocol's main characteristic is that it establishes binding objectives for 37 industrialized nations and the European Union to reduce greenhouse gas (GHG) emissions. Above the five-year period 2008-2012, this amounted to an average of 5% increase over 1990 levels.
