Power sharing at the vertical levels of government is the division of powers among the tiers/levels of government...those tiers are -:

Union govt.- It monitors the interests of the national level like foreign affairs, education system.

State govt-: It monitors the interests of state level like water, security,etc

Further, there was decentralization which means division of power among the local level as well.

Local govt. controls the proper functioning of that particular area...
