LOOK this is so simple

subtracting both side by 1 in inequality we have:

1 - 1  -  {(7 \div 10)}^{n}  \geqslant 80 \div 100 - 1

 -  \frac{7}{10}  \geqslant  \frac{80 - 100}{100}

 -  \frac{7}{10}  \geqslant  -  \frac{20}{100}

multiplying both sides by -1 we get :

 \frac{7}{10}  \leqslant  \frac{20}{100}

here when we multiply both sides by -1 in an inequality the sign of inequality gets changed.
