By Remainder Theorem,

3x - 1 = 0

x =  \frac{1}{3}

r = 9x³ - 3x² + 14x - 3

r = 9 \times ( { \frac{1}{3} })^{3}  - 3 \times  {( \frac{1}{3} })^{2}  + 14( \frac{1}{3} ) - 3 \\  \\r =  9( \frac{1}{27} ) - 3( \frac{1}{9} ) +   \frac{14}{3}  - 3 \\  \\ r =  \frac{1}{3}  -  \frac{1}{3}  +  \frac{14}{3}   - 3 \\  \\ r =  \frac{14}{3}  - 3 \\  \\ r =  \frac{14 - 9}{3}  \\  \\ r =  \frac{5}{3}


Remainder is 5/3
