PLEASE HELP ME! LOTS OF POINTS
What is the theme of the following poem:

In the Low Countries, Stuart Mills

They are building a ship
in a field
much bigger than I should have thought
sensible.
When it is finished
there will never be enough of them
to carry it to the sea
and already it is turning
rusty.

The theme is based on how a ship is being constructed so lazily that before using it, it will rust.

I find that the main underlining theme of the poem is procrastination and corruption.

Since it got procrastinated, the ship turned rusty?

They built alot of ships but it will never be enough to carry to the sea because of a faulty system due to corruption or something

I'm not entirely sure, just giving some food for thought.
