if \: given \: equation \: has \: solution \: then \: here \\  {b}^{2}  - 4ac \:  \geqslant 0 \\  {3}^{2}  - 4t \times ( - 7) \geqslant 0 \\ 9 + 28t \geqslant 0 \\ 28t \geqslant  - 9 \\ t \geqslant  \frac{ - 9}{28}  \\  \\ so \: here \: the \: value \: of \: t \: can \: be \: anything \: but \: greater \: than \: or \: eual \: to \:  \frac{ - 9}{28}
