in the diagram let us draw two lines AE and BE
so now we got two triangles AQE and QBE
we know the tangents in same circle are equal so,
in triangle AQE
AQ = QE ( tangents of the big circle ) ..........(1)
in triangle QBE
QE = QB ( tangents of the smaller circle ) ..........(2)
from equation (1) and (2) we get
AQ = QB
so now we got two triangles AQE and QBE

in triangle AQE
AQ = QE ( tangents of the big circle ) ..........(1)
in triangle QBE
QE = QB ( tangents of the smaller circle ) ..........(2)

i mean solution seems correct, but diagram..... i am not getting how did u draw this diagram?
i saw the diagram in net and if i copy and paste it may lead to copyrights issue so i drew it by myself in ms paint and posted it
the difference is i drew extra two lines AE and BE
