in the diagram let us draw two lines AE and BE 

so now we got two triangles AQE and QBE 

we know the tangents in same circle are equal so,
in triangle AQE

AQ = QE ( tangents of the big circle ) ..........(1)

in triangle QBE 

QE = QB ( tangents of the smaller circle  ) ..........(2)

from equation (1) and (2) we get 

AQ = QB
