If 1x3y6 is divisible be by 18, then 1x3y6 should also be divisible by the factors of 18 i.e 2,3,6,9.

Since the last digit of the number is 6 and 6 being an even number, it will be divisible by 2.

If the sum of the digits is divisible by 3, then the number will be divisible by 3.

Therefor-:

=>1+x+3+y+6

=>10+x+y

=>10+x+x+6    [y=x+6]

=>16+2x

Now 16+2x should be divisible by 3 keeping in mind that "y" should be a single digit.

Hence when x=1  

=>16+2 = 18  [divisible by 3]

=>y=7

When x=4  

=>16+8 = 24  [divisible by 3]

=>but y=x+6 = 10 {not possible because y should be between 0-9}

Therefor only one value of "x" is possible which is "x=1" . Moreover this value will make the number divisible by 6 & 9 as well.

Y/X =  7/1 = 7     {Answer}
