if there was a single level of government in India then the people may get discriminated. Due to India's large population some cases may not be solved. There can be clashes,conflicting situation,misunderstanding, etc. There would be no sign of peace and harmony. Therefore India opted to create a democratic and different leveled government to bring peace and harmony among the people.
