Row : Horizontal

Procedure :

Seeing the Last Column from the left,

0 + 11 + 7 + 12 = 30

Now the Last Row from the top,

? + 2 + 1 + 12 must add upto 30.

let that ? be x.

⇒ x + 15 = 30

∴ x = 30 - 15

∴ x = 15

Now the First Column from the left,

? + 8 + 4 + 15 = 30

let that ? again be x.

⇒ x + 27 = 30

⇒ x = 30 - 27

∴ x = 3

Now First Row from the top,

3 + 14 + ? + 0 = 30

Let that ? be x,

⇒ 17 + x = 30

⇒ x = 30 - 17

∴ x = 13

Now Third Column from the left,

13 + 6 + ? + 1 = 30

Let that ? be x again,

⇒ 20 + x = 30

⇒ x = 30 - 20

∴ x = 10

Now Second Row from the top,
