a.) Just equate both the forces given because in case of an satellite the gravitational force provides the centripetal force. By  doing this you will get the velocity of the satellite  using  which you can find the kinetic energy ( 1/2 mv²) as  you already know the mass.

b.) so, the fuel will  give us 10⁶ J energy with 1 litre. Therefore it will give us 10⁶x J energy with "x" litre of fuel.

So equate this energy (10⁶x) with the kinetic energy that you will find using the altitude and mass of the satellite. ( Radius of earth = 6400 km , mass of earth 6 x 10²⁴, G = 6.67 x 10⁻¹¹)
