In both the test tubes hydrogen gas is formed. The HCl is strong acid then acetic acid so more hydrogen gas is formed in test tube A which results in vigorous fizzing.

Mg + HCL = Mgcl2 + H2

Mg + CH3COOH =  Mg(CH3COO)2 + H2

hope this helps
