Explanation:

This is because, the embryo first develops the shoot system and later root system and the root system is in the soil, they never grow above the soil, only the shoot system grows above the soil.

The reason behind growth of Shoot system :-

  1. The Embryo already has water and minerals in it, so only thing required for making of food is sunlight, so the embryo first develops Shoot System.
  2. The Second reason is when the shoot system is grown, the root system is developed because to get good grip over the soil so that shoot system never bends or falls.
