Bcz in my opinion there is no such kind of rule in america and even in another countries for peoples tht they can do the jobs what they like
Bcz if a person wants do get the job of sweeper in govt of countries
They must have some kind of qualifications
Means if a person is wants to do any knowledge nd of particular job he should hv qualification knowledge and experience of tht job or profession
