The correct answer for this question is option 3.
I've solved it below using the computer so it may be not clear so sorry for that. I'll fetch the image of solved question tomorrow morning...
(It's very difficult writing equation on message textarea. :( so don't mind. :))

Have a look at the quick solve: 
Fext =√Fx2+Fy2     =√16^2 + 8^2= 8√5 N   M = m1 + m2 = 8 + 8 = 16kg
Therefore,  Fext = Ma⃗ CM |a⃗ CM | = |f⃗ ext |/M = 8√5/16 = √5/2 m/sec^2a⃗ CM lies in the direction of f⃗ext. Angle made by f⃗ext  with x-axis  = tan^-1 Fy/ Fx = tan^-1 16/8  = tan^-1 (2)
