1.Yes it was fair to treat the Asim differently as he is physically challange student and is different from other student.He is still trying to improve himselves and bring his score up being physically challanged .This is the reason

2.There can be some other situation where it can be fair to treat that student or person in different way like that of the students which are poor or are having economic problems .
