i. the SET A has water in it so the bulb doesnt glow

ii. In case of SET B , there is salty water   i.e NaCl sodium(Na)  has positive ion whereas chlorine(Cl) has negative which acts as a electric charge for the bulb to glow! ( u may manage the words)
