Please look at my question!!! valency of nitrate(no3)

so nitrogen comes in number 7 in periodic table so in case of nitrogen:-
in k shell -- 2 atoms
in l shell -- 5 atoms
so it will take 3 atoms to have 8 atoms in it's valence shell.
So it's valency should be -3
and oxygen's valency is -2 everyone knows so here is 3 atoms of oxygen
so total valency of No3 is -- (-3)+3*(-2)
= -3+-6 =-9
according to the calculation valency should be -9 but why it's -1????
please help meee

you have to subtract both valency 2-3
