1. Ions are not even present in pure water. Pure water cannot conduct electricity 'cause it has lack of ions. It is free from ions. In pure water, there are no suspended particles such as copper (Cu), iron (Fe), etc. We can make water conductive by adding few drops of Sulfuric Acid (H2SO4).

2. Sugar doesn't conduct electicity 'cause sodium chloride (NaCl) is made up of ions, it is called as ionic substance. When sugar (C12H22O11) is dissolved in water, the solution doesn't conduct electricity, because there are no ions present i the solution. Some substance that are made up of molecules form solutions that do conduct electricity. Sugar particles aren't ionised. Thus, it doesn't conduct electricity even it is in solid form or state.
