Consider the charge q as positive. So we can consider it's movement as a current carrying conductor.

Now when the charge is approaching the loop, imagine as if current in the conductor is increasing. As a result magnetic field will be produced out of the plane in the loop. So according to Faraday's law, initially current will be induced clockwise.

But when charge is going away, the current in the straight conductor is decreasing. So now current will be induced anticlockwise in the loop.

So option 3) is correct.
