The spring balance consists a spring to which weight is attached to find its weight.
If a spring balance has a stop, it can measure weight till that point, because the elongation of the spring till that point is uniform, and the spring can still get compressed by itself,after weight is removed.
if it has no stop, and if large weights are used, the spring would be elongated till it's a straight wire, and would give same elongation for any weight above that weight , as the wire is rigid.
