Rewrite each one them in with with power of 60:

 P = (2^4)^{60}

 Q = (3^{2.4})^{60}

 R = 17^{60}

60 root all the numbers:

 P = \sqrt[60]{(2^4)^{60}} = 2^4 = 16


 Q = \sqrt[60]{(3^{2.4})^{60}} = 3^{2.4} = 13.96

 R = \sqrt[60]{17^{60} } = 17

Compare and arrange the numbers in ascending orders:

R, P, Q
