=> Velocity of woman = Vc = 10 m/s

=> Velocity of rain = Vr = 30 m/s

=> Relative velocity = Vr -(- Vc)

=30 - (-10) = 30 +10 = 40 m/s

Now..

 = > \bf \: \tan( \theta ) = \frac{ v_{c} }{ v_{r} } = \frac{10}{30} \\ \\ = > \bf \tan( \theta ) = \frac{1}{3} \\ \\ = > \bf \theta = \tan ^{ - 1} ( \frac{1}{3} ) = \underline{18.435°}
