4. Draw perpendicular bisector of PQ which in bisect PQ at O.

5. Taking O as center and radius =OP.Draw another circle.

6. Mark point A and B where it intersect The Previous circle.

7. Join QA and QB.

Hence, QA and QB are the required tangents.
