 {}^{4}  \sqrt{28}  \div  {}^{3}  \sqrt{7}

=> \frac{ {}^{4}  \sqrt{28} }{ {}^{3} \sqrt{7}  }  = > \frac{4}{3}  \sqrt{ \frac{ \cancel{28}}{ \cancel{7} } }

 = > \frac{4}{3}  \sqrt{4}

 =>  \frac{4}{3}   \cancel{{ \sqrt{} {2}^{2} }}   \\  = > \frac{4}{3}  \times 2 \\  =  \frac{8}{3}

so, answer is

 \boxed{ \frac{8}{3}}
